Perl and PHP are capable of interfacing with just about any database, and provide all the tools necessary to manipulate the data. XHTML and CSS provide a standard solution for interacting with users on the widest variety of devices. The Apache webserver is a great way to serve up those XHTML documents on an intranet or the internet.
